and pipeline reliability caused by reducing of pumps starts number and by decreasing of cyclic loading coefficient. In the article all of the parameters are united in evaluation of VFD payback time. Parameters taken into account in this article are evaluation of energy consumption and electricity costs for oil pumping, evaluation of costs for electrical drives repair, evaluation of costs for pipeline repair.Optimization performed by comparing of variants with different number of VFD. Procedure was testedon two currently operating without VFD process sections of pipelines.

ABSTRACT
Current technology of sheet by sheet assembly method of building zones (wall rings) provides for the Assembly and welding of the first three zones (rings) and subsequent welding them to annular plates of the tank. It is assumed that the pressure produced by the weight of three zones, will lead to a tight fit of the wall and annular plates: the size of the gap between them will lie in the permissible range (0–2 mm). However, the analysis of performed Assembly operations on real objects shows that there are areas of deviation from acceptable values. Another problem of installation of the tanks is connected with the fact that the welding rim weld is annular plates deformation caused by residual welding stresses, the value of which in these guidelines is not regulated. Both of these defects influence on fatigue life of the welded construction of the tank. In this article we suggest a new approach to solving the urgent problem of increasing the service life of reservoirs through the use of simple technological operations – return of the leg of annular plates as a way to improve the accuracy of manufacturing rim weld and the resource of its work.
KEYWORDS: tank, rim weld, welding stress, incomplete fusion, welding deformations, return curve.

ABSTRACT
The article gives an overview of the existing in Russia solutions for problems of the tanks reliability, as well as it describes the research and normative-technical support of reliability of the tanks as hazardous production facilities in Russia.
The analysis showed that: 1) in domestic work it is not taken into account the influence and the weight of the structural elements of tanks for their reliability in General; in addition, little attention is paid to such indicators of reliability, as the
intensity of flow of failures; 2) when evaluating the reliability level of the most effective is expression of this value through the quality indicator; 3) it is necessary to develop models and methods by which it is possible to detect and assess the
reliability of the tanks at various stages of their life cycle.
KEYWORDS: tank, reliability, quality, life cycle, failure.
